Job Description Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor's Degree in Labor Relations, Economics, Business Administration or related field.? Seven (7) years of progressively responsible technical, administrative and analytical experience in labor relations to include grievance and arbitration matters, negotiations and the administration of negotiated labor agreements in a large organization with demonstrated success in dealing with varied labor relations activities. A Juris Doctor from an accredited law school is preferred.
Or, an equivalent combination of accredited post high school education and thirteen (13) years of relevant work experience will be considered if candidate can effectively demonstrate progressively responsible experience in labor relations program management to include grievance and arbitration matters and the administration of negotiated labor agreements in a large organization, with demonstrated success in dealing with varied labor relations activities.License:
Possession of a valid District of Columbia, Maryland or Virginia motor vehicle operator's permit issued from jurisdiction or residence.Medical Group:

This is highly responsible professional and technical labor relations/labor negotiations work of a complex nature. Incumbent in this class is representing the Authority?s interest in labor negotiations, grievance administration, contract administration, special projects and binding arbitration.? Specific responsibilities may include preparation of management proposals for contract negotiations, development of negotiating strategies, administration and interpretation of labor agreements, and serving as advocate in arbitration proceedings.?? Incumbent exercises independent judgment and action and is supervised by the Director. Incumbent routinely handles information that is highly sensitive and confidential, and is required to review and analyze this information in providing complex professional labor relations research and investigative advice in accordance with 5 union contracts covering all areas of labor and employee relations, including Employee/Labor Relations, Classification and Compensation, Recruiting, Selection and Promotion,? Drug and Alcohol Testing and Employee Assistance Program, Benefits, Worker?s Compensation,? and Discipline and Discharge.?
Incumbent in this position is subject to assignments in any functional area of this Office and may be reassigned as necessary subject to the discretion of the Director.
Develops, implements and executes strategies, processes, and best practices which effectively address the Authority-wide business goals.
Represents the Authority as advocate in arbitration, conducting full evidentiary hearings, drafting post-hearing briefs and participating in executive sessions as needed. Conducts factual and legal research to support Authority?s position in Arbitration, and argue motions on issues arising in arbitration proceedings.
Participates as a member of key organizational committees, including Reduction in Force (RIF), ADA Accommodation, Religious Accommodation Committee, and Joint Labor/Management Committees.??
Partners with Medical Services, Human Resources, Office of General Counsel and Office of Civil Rights on issues including workers compensation, unemployment insurance, FMLA, fitness for duty, EAP/SAP and drug and alcohol testing.
Provides training, advice and guidance to management? in the implementation and administration of all elements of Collective Bargaining Agreements and workplace policies that affect the represented workforce, including investigations and disciplinary actions.
Conducts, as assigned, complex labor negotiations with organizations representing Authority employees.? Recommends, prepares and evaluates management proposals prior to negotiations and assists in the development of the organization?s labor strategy.
Negotiates, drafts and implements settlements of wide-ranging disputes arising from or related to the Collective Bargaining Agreements, using clear, creative and effective strategies to maximize effectiveness, manage risk and minimize Authority exposure, while advancing objectives of safety and efficiency.?
